Gulu, 13th March, 2026 – The National Information Technology Authority - Uganda (NITA-U) has officially commenced development works for the Service Uganda Centre (SUC) in Gulu. This groundbreaking ceremony marks the first of three regional hubs including Mbarara and Tororo being established under the Uganda Digital Acceleration Project (UDAP-GovNet) to revolutionize public service delivery.

Established within Posta Uganda facilities, these Centres will function as high-tech, one-stop service hubs. They are designed to bridge the digital divide by providing citizens with a physical location to access a comprehensive suite of integrated e-government services. Leveraging UGHub, the national data integration platform, the Centres will facilitate real-time access to national ID verification, tax services (TIN), business registration, passport applications, driving permits, and much more.

Speaking at the groundbreaking ceremony, Dr. Hatwib Mugasa, Executive Director of NITA-U, emphasized that while the nation scales its digital platforms, physical support remains a vital prerequisite for inclusion.

“These Centres are a major advancement in bringing government services closer to the people,” Dr. Mugasa stated. “We recognize that many citizens still need trusted, nearby support to navigate online services with confidence. By consolidating multiple services under one roof, we are significantly reducing the cost and time citizens spend accessing public services.”

The SUCs are strategically positioned to support communities facing hurdles in internet access or digital literacy. By offering in-person assistance for complex digital tasks, NITA-U aims to ensure that geography and technology levels do not become barriers to civic participation.

Sarah Naluutu, Assistant Commissioner at the Ministry of Public Service, noted that the refurbished regional hubs will serve as a national model for integrated service delivery. 

This sentiment was echoed by Madeleine Mugisa, Service Delivery Specialist at NITA-U, who described the Centres as the natural next step for the e-government ecosystem.

 “UGHub has enabled the seamless integration of services and now, these Centres bridge the gap between that technology and the citizen,” she remarked.

The initiative is a collaborative effort involving the Ministry of Public Service, Ministry of Works and Transport, Ministry of ICT and National Guidance, and Posta Uganda. The Gulu ceremony was attended by a broad spectrum of stakeholders, including representatives from the Uganda Revenue Authority (URA), Public Procurement and Disposal of Public Assets Authority (PPDA),National Environment Management Authority(NEMA), National Social Security Fund(NSSF), and the Uganda Police Force, among others.

By providing human-centered access points, NITA-U is reinforcing its commitment to a digital transformation that is equitable and citizen-focused. The Service Uganda Centres are expected to boost public confidence in digital systems, ensuring that the transition to an e-government leaves no Ugandan behind.

The Uganda Digital Acceleration Project - Government Network (UDAP-GovNet) is a transformative, World Bank-supported flagship initiative led by the National Information Technology Authority - Uganda (NITA-U) designed to accelerate Uganda’s transition into a smart, inclusive digital economy. The project centers on three strategic pillars: expanding affordable high-speed internet to remote and refugee-hosting areas, streamlining government services through integrated platforms like UGHub, and ensuring no citizen is left behind in the nation’s digital evolution.
