Executive Director

Dr Hatwib Mugasa has over 15 years of professional experience in the field of telecommunication and innovation research.

He holds a Doctorate in Computational Analysis and Modeling, an interdisciplinary degree in Computational Mathematics, Data Science and Statistics. He also holds two (2) Masters of Science Degree in Computer Science and Mathematics and a Bachelor of Science Degree in Computer Science.

He has been working as a Researcher, teaching assistant at the Data Mining and Research Lab at Louisiana Tech University in the USA. His research interest and affiliated publications have been related to development, implementation, and evaluation of computational models and tools in Biomedical Informatics, Machine Learning and Cyber Security. Prior to that, he worked at MTN Uganda’s IT Department as a Senior System support analyst and Manager Mobile Money systems, Software Developer at the Faculty of Computing and IT, Makerere University, and Sales Administrator at Premier Packaging Uganda Limited.



Arnold is a results-oriented information security professional with vast experience of planning, coordinating, implementing and assuring national information security programmes. He has first-rate knowledge of Uganda’s strategic information security agenda having recently coordinated a Commonwealth Telecommunications Organisation (CTO) Expert Mission to develop a holistic National Cyber Security Strategy.

Academically, he holds a MSc in Information Systems from Makerere University, a Diploma in Cybersecurity and ICT Policy from the United States Telecommunications Training Centre, Washington, DC, USA, and a BSc Computer Science and Mathematics from Makerere University. Professionally, he is a Certified Information Systems Security Professional (CISSP) and a Certified Ethical Hacker on top holding several CISCO, UNIX, and Microsoft Certifications since 2006.

He has served NITA-U in a number of roles including as Information Security Operations Manager where he managed the project initiation and fieldwork phases of the National Information Security Framework (NISF) project and ensured that the Consultant understood and captured the views of stakeholders across MDAs, the wider public sector and the supply chain. He also developed and delivered an information security education and awareness programme that has so far benefitted a number of Government of Uganda Ministries, Departments, Agencies and private sector organisations.

He advised the National Information Security Advisory Group (NISAG) during the development of the draft National Information Risk Register (NIRR) a tool essential to mitigating risks to Critical National Infrastructure. He has hands-on cyber incident response expertise having recovered a number of systems and services from exploits by hacktivists and extremists.

June 2011 to June 2014, he was directly responsible for the management of the National Data Centre, a critical national information infrastructure platform hosting secure messaging and collaboration eGovernment systems. He created and supervised the implementation of security controls around the National Security Information System (National ID Project).

He has previously served at the Ministry of Local Government, National Social Security Fund (NSSF) and Ministry of Finance Planning and Economic Development in various capacities between January 2005 and June 2011.

A Certified Information Security Systems Professional (CISSP), Cisco Certified Network Associate (CCNA), Cisco Certified Design Associate (CCDA), a Microsoft Certified Solutions Expert- Private Cloud (MCSE).

She holds a Bachelor of Computer Applications and is finalizing her Masters in Management of Information Systems.

Ms Ddambya is a member of the International Information Systems Security Certification Consortium ((ISC) ²)

Previously she worked as Network Manager at NSSF, external Network design and implementing consultant for the Integrated Financial Management System (IFMS) of the ministry of Finance and the Integrated Resource Management Information Systems for the Ministry of Defense.

To-date,Ms Ddambya is responsible for providing technical support and guidance on all matters related to ICT infrastructure, systems and services within Government.


Ms. Regina Kimera is the Director, Finance and Administration overseeing the Procurement, Finance, HR and Administration functions.

Regina is a qualified Accountant with over 10 years’ experience in Finance, Audit and Tax consultancy covering various sectors within and outside Uganda . 

She served as an Associate Director Finance at Ernst & Young where she was in charge of Finance, IT, HR, Procurement and Administration within the East African Region.  Prior to that, she served as a Finance Manager and Auditor in the same organisation.

Richard Obita is the Director, Planning, Research and Development at the National Information Technology Authority Uganda. Richard has over 10 years' experience in planning and management. 
Prior to his appointment, Richard worked as Manager Planning, Strategy and Performance at NITA-U where he was charged with the responsibility of Planning and budgeting for the Institution and development of both Institutional and National strategies, frameworks and policies in alignment with National objectives enshrined in the National Development Plan (NDPIII), ICT sector Strategic Plan and NITA-U Strategic Plan. 
Richard is also currently the Ag. Project Coordinator for the World Bank funded Project; the Regional Communications Infrastructure Programme (RCIP.
 Previously, he worked as NITA-U’s IT Services Manager where he was charged with the responsibility of streamlining procedures for acquisition and delivery of e-Government services to Government Ministries, Department and Agencies and District Local Governments (MDAs/DLGs) in line with the strategy for Rationalization of IT services in Government. Prior to that he worked as the Standards Officer at NITA-U. 
Richard holds a Masters of Business Administration-International Business (MBA-IB) from Amity University-India, a Master’s of Science Degree in Data Communications and Software Engineering (MSC.DCSE) from Makerere University Kampala, a Bachelor’s of Engineering in Telecommunications Engineering (BETE) from Kyambogo University and Diploma in Telecommunications Engineering (DTE) from Uganda Institute of Information and Communications Technology.
 He is also certified in Information Technology (IT) Service Management (ISO/IEC 20000) through APMG International-UK and has a certificate in Cisco Certified Network Associate(CCNA) obtained from the Uganda Institute of Information and communications Technology

Collin Babirukamu has been appointed the Director E-government Services at the National Information Technology Authority Uganda. 
Collin brings to the job over 20 years’ experience in leadership and business transformation using Information Technology. 
Collin has been working as the Cloud Territory Leader at Oracle Corporation East Africa since August 2018. 
Before Oracle, he worked as Chief Information Officer (CIO) and Head of IT at NSSF – Uganda where he spearheaded business transformation of the back end operations, customer facing systems and change management using innovative technology solutions. 
Collin holds a Bachelor’s of Computer Science (BCS) from Mbarara University of Science & Technology and a Master’s in Leadership Development in ICT & the Knowledge Society from the University of Mauritius. He also holds a Post Graduate Diploma in Business Administration from the University of Leicester (UK) and another Post Graduate Diploma in ICT & Knowledge Society from Dublin City University (Ireland).
He is also Certified in Business Continuity and Disaster Recovery (UK), Balanced Score Card/Strategy (University of Washington), ICT Leadership Development (African Union/GESCI), Information Security (USA), Finance for non-Finance Managers, ITIL, Cisco, Microsoft, HP Servers & Global Oil and Gas Management (USA)
