Stella has been a practising advocate for over 22 years with experience in a number of areas the bulk of which is on policy and regulatory matters in the Public Sector. She is currently the Director, Regulation and Legal Services, National Information Technology Authority, Uganda (NITA-U).
Among other duties, she is in charge of developing laws to support the IT sector including laws related to cyber security in Uganda and the enforcement /compliance with the said laws.
As a member of the executive of NITA–U, she also participants in decision making on policies/strategies developed in the ICT sector. In her work with NITA-U, she has led teams in the development of laws, legal instruments /regulations to support the ICT sector with a focus on the development of e Government in Uganda. She also provides legal input for various ICT sector policies and strategies.
She regularly provides training and speaks at conferences on matters related to ICT related laws and legal issues in the Information Technology field.
Before her current engagement, Stella worked with Messrs Hunter and Greig Advocates and later National Social Security Fund which she served for 10 years in various capacities up to the position of Deputy Corporation Secretary/Ag.Corporation Secretary. During her service there, besides the legal work, she was a member of a number of adhoc and standing committees like Investments Committee, Contracts Committee, Executive Committee, Strategic Planning Group and Staff disciplinary committee among others. As a result of the expansive work done in various areas, she obtained vast experience in the management of legal, policy and regulatory matters in the public sector. She is also very knowledgeable in the area of investments, legal due diligence and pensions.
She has worked with and also held membership of various Boards and has vast experience in managing board affairs including providing advice to management and the board, corporate governance, provision of corporate secretarial services and managing communication between the Board and Management.
She is passionate about issues affecting youth and women and believes ICT can address various challenges they face in developing their talents and empower them in various ways. Stella is a Rotarian and uses that as an opportunity to network with various professionals and also utilise her spare time and skills to serve less advantaged people in the community.
Stella is a GIAC Certified Professional: Law of Data Security and Investigations (GLEG). She holds a Master of Laws (LLM) University of London UK; Post graduate Diploma in Project Planning and Management, Uganda Management Institute Kampala; Post Graduate Diploma in Legal Practice (Dip. LP) – Law Development Centre, Kampala; Bachelor of Laws (LLB) (Hons) Faculty of Law, Makerere University, Kampala and has attended several executive courses through her career. She is an advocate and Commissioner for Oaths and is a member of various professional associations.
Stella is married and has children.
