Terms of Reference for Network Administrators (02)

 

Background.

 

The Government of Uganda has secured funding from the International Development Association (IDA) to finance various activities under the Regional Communications Infrastructure Program (RCIP).

 

The RCIP Uganda project will complement existing country ICT and e-Government infrastructure initiatives by helping boost the already existing e-Government infrastructure and bridge the financing and technical gaps. The project is being implemented by the National Information Technology Authority-Uganda (NITA-U). The beneficiaries are the Ministry of Information Communications Technology (MoICT) and Public Procurement and Disposal of Public Assets Authority (PPDA). 

 

One of the deliverables of RCIP Uganda is the provision of bulk Internet Bandwidth for distribution to Ministries, Departments and Agencies. It also includes the installation of attendant hardware like routers, firewalls and bandwidth manager to facilitate this distribution.

 

NITA-U therefore wishes to recruit a Network Administrator who will assist the Network Department in implementing the RCIP Uganda Project by implementing, administering, maintaining and operating core network for delivering Internet bandwidth and other services built under the project in line with World Bank Policies and Guidelines.

 

Objective of the Assignment.

 

The objective of this assignment is to plan for the upgrade/expansion, implementation and maintenance of the National Backbone Infrastructure specifically the core network necessary for delivery and management of Internet Bandwidth and other services and high level support to ministries, departments and agencies.

 

Reporting.

 

The Network Administrator will report to the Network Manager of NITA-U on functional deliverables and to RCIP Programme Coordinator administratively. 

 

Responsibilities and Tasks.

 

The main responsibilities and tasks of the Network Administrator shall be as outlined below:

i.Planning, implementation and maintenance of core network systems.

ii.Planning and implementation of the distribution of Internet Bandwidth and other services running over the National Backbone Infrastructure. 

iii.Developing network access, monitoring, control, and evaluation to secure networks connected to the NBI;

iv.Provision of second level support for LANs connected to the NBI and other technology as required including performing scheduled network tasks, monitoring network and providing specialized training;

v.Maintenance of LAN user documentation including hardware/software applications, support logs and other related information;

vi.Recommending appropriate network hardware and software for Government and other entity networks connected to the NBI.

vii.Participating in the development of a last mile blueprint for the country.

viii.Providing advisory services to Government agencies and other entities connected to the NBI in planning, designing and implementing local area network (LAN) systems.

ix.Any other related duties that may be assigned by his/her Superiors from time to time in furtherance of the above responsibilities

 

Qualifications and Experience.

 

Educational Qualifications: 

 

•A minimum of a bachelor degree in Computer Science, Information Systems, Information Technology, Telecommunications Engineering or related field is essential;

•Professional certifications such as CCDA, CCNA, CCNP, CISSP, MCSE is an added advantage.

 

Relevant Experience:

 

•At least five years of experience in the in the administration of LAN/WAN/MAN servers and infrastructure.

•At least five years of experience in planning and implementation of wireless/wired LAN networks using technology such as Wi-Fi and fiber.

•At least five years of experience in bandwidth management.

 

Duration of Assignment

 

The assignment shall be for a period of three (3) years renewable subject to business needs and satisfactory performance.

i)Communications: Very good communication skills (spoken and written), including the ability to communicate effectively with diverse audiences on environmental related matters, good negotiation skills and to prepare a variety of written documents, contracts, reports, etc. in a clear, concise style. 

ii)Teamwork: Very good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

iii)Integrity: Must be a person of proven honesty and does not tolerate corruption and unethical behaviours in all its forms and manifestations.

iv)Innovation: Must be a person with ability to seek new ways of doing things efficiently to deliver value to our customers. 

v)Customer Centricity: Must be a person who strives to satisfy customers and clients. Should be able to understand what the customer wants and delivering it flawlessly.

vi)Quality: Must be a person who thinks of quality and continuous improvement in his/her work.
